Torrey Grimes

Torrey Grimes has been the General Counsel for the Tennessee Wildlife Resources Agency since 2022. In the role of General Counsel, he is responsible for all agency legal matters, the rule-making process, public records, and contracts, as well as assisting with legislative affairs. He also serves as the primary legal counsel and parliamentarian for the Agency’s 13-member governing commission.

Prior to joining the TWRA, he served 10 years as Senior Counsel with the Department of Correction with the last several years being responsible for legislative affairs. He has served as an investigator with the Comptroller of the Treasury conducting fraud and white-collar investigations. Prior to working for the Comptroller of the Treasury and attending law school, he worked in the private sector in the banking industry as both a lender and in securities sales.

He earned his Doctor of Jurisprudence from Nashville School of Law, and he earned his master’s and bachelor’s degree from the University of Tennessee at Martin. Torrey is also a graduate of the Tennessee Government Executive Institute.
